Accusations for the crime of extortion and alleged links with the cartel founded by Juan Nepomuceno Guerra weigh on him.
Last Thursday, December 1, members of the Tamaulipas State Attorney General’s Office arrived in Ciudad Mante with an arrest warrant against Carlos Santiago González, the new president of Mante irrigation district 002.
Almost at the same time, an alleged employee of the city council called the emergency numbers to alert authorities that he had received a series of threats about a series of bombs that were going to explode in an IMSS hospital, two public buildings and a school.
While the buildings were being quickly evacuated, causing the death of two critically ill patients, an unnumbered and unregistered helicopter passed through Santiago González to the Irrigation Park before the authorities arrived to arrest it.
According to journalist Ildefonso Ortiz, from the Breitbart site, it was found that the person who had called the emergency services had given a false name and telephone number.
The authorities are investigating whether it was a mere coincidence, or a plan drawn up by members of the Gulf Cartel to distract the authorities while the president escaped his arrest warrant.
Carlos Santiago González is the son-in-law of a huachicolero businessman linked to the Matamoros faction of the Gulf Cartel, identified as Jorge Luis Chabrand, who according to Ildefonso Ortiz donated several million pesos to the National Regeneration Movement (Morena) in the last elections.

Identified as Damián Castro Hernández, alias “El Escorpión 75″, it is known that he is dedicated to the extortion of unions, cooperatives, irrigation officials and that he imposes characters linked to the Gulf Cartel at the head of the districts.
In recent months, the unions of transporters that travel the highway that connects El Mante with San Luis Potosí and Querétaro have been victims of extortion at the hands of the criminal organization, which, according to testimonies, installs roadblocks and demands payment of quotas to be able to pass.
In addition, according to the complaints of the extortion victims of this group, the men of the Gulf Cartel charge two pesos for each kilo of meat sold to merchants. The authorities have identified Jesús Natividad Padrón Torres, alias “Chumina”, as one of the main operators for the collection of fees.
Other characters targeted by the authorities are Pedro Zamarrón Picón, alias “Perico”, and a woman named Cinthia, identified as the voice “El Escorpión 75”, since she is in charge of carrying the messages and the amount of fees to be paid by victims.
The “Escorpion 75” group is headed by José Alfredo Cárdenas Martínez, alias “El Contador”, identified as the nephew of Osiel Cárdenas Guillén, founder of the Gulf Cartel and responsible for the creation of the feared Zetas.
“El Contador” has been released from prison on two occasions: the last one occurred on Saturday, October 29, when he was released by a control judge and walked out of Cefereso de Durango.
