The UN described as insufficient the exceptional nature of the Mexican Government to summon the military to public security tasks

According to the United Nations High Commissioner for Human RightsUN -DH), the participation of the Army in the streets of Mexico in matters of Public Security is not his task.

This was stated by the UN-DH Office in Mexico, which called on the government of Andrés Manuel López Obrador ( AMLO ) to review the agreement that allows the participation of the Armed Forces in public security tasks.

“The UN-DH makes a respectful call for a review of the Agreement to be carried out under the above considerations, with the aim of guaranteeing respect for Human Rights and the safety of the population,” he urged.

In fact, the UN described as insufficient the exceptional nature that the Mexican Government has marked in summoning the military to public security tasks.

“The mere mention of the extraordinary nature of the participation of the Armed Forces without the information on the conditions, modalities, and analysis that allows us to conclude that a principle of strict necessity and exceptionality of the measure is being complied with, is insufficient,” he said.

In addition, he warned that the functions of the Armed Forces should not extend to those of the police institutions since the participation of military personnel in these functions could invade their competences, affect their civil nature and disrupt the due process.

For this reason, the UN in Mexico stated that the participation of military forces in security tasks must comply with criteria of strict exception and be the last resort, ensuring the civil nature of security corporations.

“The foregoing, given that the security strategy established since 2006 has evidenced its dysfunctionality to reduce violence and increase human rights violations,” he concluded.
