Julio César Soto Meza, a leading member of the Arellano Félix Cartel, was identified as the man shot to death on the afternoon of Thursday, April 20, in Plaza Carso, of the Miguel Hidalgo district in Mexico City.

Intelligence reports from the Citizen Security Secretariat (SSC) of Mexico City indicate that the aggression against said subject was direct.

The man was in a Starbucks cafeteria, located inside Plaza Carso, located on Lago Zurich Street, Ampliación Granada neighborhood. A solitary subject arrived at that place and, without saying a word, shot at the subject, who was left lying between the tables of the shopping mall.

Although a police mobilization was generated in the area, the authorities have not been able to find the person or persons responsible for these events.

According to the investigations, the victim also called himself César Mendoza Soto and allegedly had his operation center in Tijuana, Baja California.

Soto Meza has a criminal record since 2013 when he was arrested for crimes against health; in 2015 he was investigated as allegedly responsible for homicide and crimes against health. Meanwhile, in 2020, he was arrested in Venezuela for drug trafficking.

Likewise, it was linked in the year 2022, with the murder of Víctor Hugo Mejía López, ‘El Griego’, a member of the Sinaloa Cartel, in Tijuana.

A shooting attack in Plaza Carso, Miguel Hidalgo mayor’s office, left one person dead on the afternoon of this Thursday, April 20.


Derived from the situation, business workers from Plaza Carso protected the clients inside the facilities to later let them out through the back. Videos on social networks show how people gather minutes after the detonation of firearms to protect themselves from any attack.
