Luis Cárdenas Palomino, former official and collaborator of Genaro García Luna is arrested

Mexico City (July 5, 2021).- The former director of Federal Security of the Federal Police, Luis Cárdenas Palomino, was arrested this Monday in Naucalpan, State of Mexico, as confirmed by the Attorney General’s Office (FGR).

On his Twitter account, the agency published a message stating that “this day an arrest warrant was executed for the crime of torture against Luis ‘C’, in the State of Mexico.”

He is one of the main collaborators of the former head of the ex-Federal Secretary of Public Security, Genaro García Luna, now a prisoner in the United States, accused of having links with organized crime organizations.

Cárdenas Palomino, as well as Ramón Pequeno García, another former Federal Police command, are also García Luna’s co-defendants in the same process, in a federal court in New York.

The arrest was carried out with the support of agents of the Secretary of the Navy, the National Anti-Kidnapping Commission, and the National Intelligence Center, in compliance with an order issued on September 24 of last year by the twelfth district court of federal criminal proceedings, headed by Guillermo Francisco Urbina Tanús.

The capture operation was carried out at the home of the former public servant, without the need for law enforcement to fire any shots.

The former police commander is wanted because he is accused of the crime of torture against Mario Vallarta Cisneros, brother of Israel Vallarta, as well as Sergio Cortés Vallarta and Eduardo Estrada Granados, all arrested during the assembly broadcast on the Carlos Loret news program. Cool, against alleged members of a gang of kidnappers, including Florence Cassez.

Judge Urbina Tanús authorized the apprehension of Cárdenas Palomino considering that there are enough elements to maintain that as a superior command he authorized the detainees to be subjected to electric shocks and plastic bag suffocation to make them plead guilty.

The arrest warrant also includes a dozen former agents, including Maricela García Toledo, María Soledad Bonilla Tlaseca, Rafael Mayorga Amador and Ricardo Cuatzo Lozano.

Cárdenas Palomino is also mentioned in the case of fraudulent purchases in the Federal Police. Along with the arrest warrant issued against him last year, the measure to freeze his accounts at the Banamex, Santander, and Banco Azteca banks was also authorized.

In 2019 Luis Cárdenas Palomino appeared on the board of directors of Adamantium Private Security Services, a subsidiary of Grupo Salinas, a company dedicated to private security.
