As in this type of rankings, there is more than one list that aims to publicize the cities that are the best in Mexico. Some of these lists consider aspects such as business opportunities, tourist level, access to quality of life, level of security, etc., so that sometimes only business or political promotion aspects are considered to determine an evaluation, but they leave aside the most interesting thing: the perception of the people who live in the cities.
The best cities to live in Mexico
As expressed in the introduction to the article, there is more than one list that aims to publicize the best cities to live in Mexico, but from Rankia we are going to take the latest report issued by the Institute for Economy and Peace (IPC), who is an independent and non-profit entity dedicated to measuring the levels of peace in the country.

According to what is reflected in the image taken from the Mexico 2020 Peace Index Study, Yucatán is once again ranked No. 1, as the most peaceful state in Mexico due to its low crime rate.
The study gave Yucatán an average score of 1,272, when measuring the five criteria considered by the IPM, which are: the rates of homicides, violent crimes, crimes with weapons and organized crime, as well as incarceration, where the one represents the most peaceful rating and five represents the least peaceful rating.
In addition, from the study issued by the Institute for the Economy and Peace (IPC), we also take into account the data presented by the Strategic Communication Office in its Study of More Livable Cities. From this study we take a series of factors to determine the best cities in Mexico.
Among the factors or indices that we consider are:
- Quality of life
- Social cohesion
- The satisfaction index with municipal services
- The mayors evaluation index.

Top 1: Cities with the best quality of life
In the Most Inhabited Cities Study, the opinion of citizens in 76 different cities is monitored. Where the quality of life indicator was treated, through different aspects such as:

The values of this index are placed between the range of zero to 100 points. The minimum value that is reached per city is 59.26, and the maximum value is 74.93.
Top 2: Social cohesion
The concept sounds confusing but it is very interesting since this indicator has to do with the attitudes and behavior of the members of the society of that city, such as their social cooperation, collective union, their solid and positive ties as a community, as well as that of their institutions.

The lowest value of social cohesion is 5.23, while the highest value is 6.23 points, in other words, the social cohesion index is measured in a number of items r-scaled from 0 to 10.
Top 3: Index of satisfaction with municipal services
The index of satisfaction with municipal services (ISACS) measures the satisfaction of citizens with respect to the public services they have in their localities. For this index, several municipal services were evaluated on a scale of 5 to 10 points, where 5 means that the person disapproves of the actions of their municipal government and considers that they did an excellent job.
This indicator measures satisfaction in terms of:
- Timely garbage collection.
- Maintenance of public lighting.
- Paving quality and pothole fixes.
- Maintenance of gardens and public parks.
- Drainage operation and attention to water leaks.
- Regulation of informal trade and street vendors.
- Improvements in health centers and service in clinics.
- Free Internet by the municipality.

Top 4: Mayors Evaluation Index
This index measures the perception that citizens have about the performance and leadership of the public servant based on:
- Your knowledge
- Your performance rating
- Mayor’s ability to solve problems
- Perception of the direction the city is taking.

The best cities to live in Mexico in 2021
Now, once the indexes are known, we are going to see which are the best cities to live in Mexico in 2021 according to the study carried out by the Communications Cabinet, in the top 5, there are:
1. San Pedro Garza García Municipality of the State of Nueva León, located in the metropolitan area next to the capital, Monterrey.
It is the best-evaluated city in terms of quality of life, social cohesion, municipal services, and ranks second in the evaluation of mayors.
2. ColimaCapital of the state is valued as the second-best city to live in Mexico. It is located in the Colima valley. It borders the state of Michoacán and Jalisco. In the evaluation index of mayors, it occupies first place.
3. Merida One of the best cities to live in Mexico is Mérida. The capital of the state of Yucatán. It borders Quintana Roo, Campeche, and the Gulf of Mexico.
Of the four indexes, it stands out in the quality of life, social cohesion, and city council services. In addition, we must remember that Yucatán ranks first as the most peaceful state in Mexico for its low crime rate, according to the 2020 Mexico Peace Study.
4. San Nicolás de los Garza It is a municipality of Nueva León, and occupies fourth place in the best cities to live since it is evaluated in the four indexes, which places it as a good option to live.
5. Saltillo To close our top 5 we have one of the best municipalities to live in Mexico, Saltillo capital of the state of Coahuila Zaragoza, it was valued in the first places of the indices and variables that were measured.
