The Ministry of Environment and Natural Resources (Semarnat) notified the municipality of Tulum that it does not admit the Municipal Program for Territorial, Ecological and Sustainable Urban Development (PMOTEDUS) published on March 31 due to “relevant faults and inconsistencies” that promote the environmental deterioration of the municipality and the state, also informed that it will initiate a legal procedure of invalidity.

The program proposes changes in land use to encourage and allow urban growth and real estate development, “thus causing negative and diverse effects to hydrogeological systems and, therefore, to terrestrial, marine, reef species and archaeological monuments,” he said. dependence on a statement.

He informed the municipal authorities that this program will not be considered in obtaining permits and concessions under the jurisdiction of Semarnat, in which “the participation of the federal authority in the corresponding preparation and validation was not taken into account.”

He explained that there are guidelines, land uses and ecological regulation criteria on matters of federal jurisdiction, such as certain items of environmental impact and changes in the management of forest lands that must be addressed jointly by the three levels of government.

In addition, there are four Protected Natural Areas of federal jurisdiction that are adjacent to the area that the document intends to regulate, so decisions must be made based on criteria that consider its maintenance and improvement.

These are the Tulum National Park, the Sian Ka’an Biosphere Reserve, the Arrecifes de Sian Ka’an Biosphere Reserve and the Mexican Caribbean Biosphere Reserve, which have an area of ​​influence within the polygon of the municipality and they are key to the conservation of biodiversity in the region.
