Yucatán Government Launches Bid to Refinance Public Debt with New Loan

- October 17, 2026

MÉRIDA, Mexico – The government of Yucatán has issued a new public bidding call to secure a loan aimed at refinancing the state’s current public debt. The state executive is seeking a loan of 306.9 million pesos to address a balance owed to the National Bank of Works and Services (BANOBRAS).

The Secretariat of Administration and Finance published the call (SAF/PC/05-2026) in the State Official Gazette. The primary objective is to refinance a debt contracted in 2013 under the Federal Support Fund for Infrastructure and Security (PROFISE) during the administration of Rolando Zapata Bello.

This specific funding is part of a larger legislative authorization previously reported, which allows the state executive to refinance public debt totaling up to 9.26 billion pesos during the 2026 and 2027 fiscal years. This latest bid represents only a fraction of that overall authorization; just two days ago, another tender was launched seeking 2.94 billion pesos to renegotiate two other existing credits.

Details of the Bidding Process
The specific amount subject to this new tender is 306,931,762 pesos, which is the outstanding balance of a loan originally contracted in April 2013 and initially scheduled to be settled in June 2033. The original loan amount was 317,268,611 pesos.

According to the announced terms, the sought financing will be paid over a period of up to 10 years (120 monthly installments) with a variable interest rate. The funds must be available within five business days following the signing of the contract, which would extend the debt settlement date to 2036.

The bidding call specifies that the government will offer up to 1.6% of the federal shares destined for municipalities as a guarantee. Additionally, the state may cover total or partial amounts of 50% of the outstanding debt balance during the financing period and reserves the right to make early payments without penalty.
