Hidalgo Legislators File Criminal Complaint Against PRI Senator Alma Carolina Viggiano

- October 14, 2026

MEXICO CITY — Federal deputies and senators from Hidalgo have filed a formal complaint with the Office of the Attorney General of the Republic (FGR) against PRI Senator Alma Carolina Viggiano Austria and her associates. The complaint alleges crimes including illicit enrichment, operations with resources of illicit origin, and tax simulation.

According to federal deputy Ricardo Crespo Arroyo, the complaint was signed by seven federal deputies alongside senators Simey Olvera and Cuauhtémoc Ochoa. Crespo also announced that a formal complaint will be lodged with the Tax Administration Service (SAT).

The complaint centers on a high-end residence located in the Lomas de Chapultepec neighborhood of Mexico City. The promoters allege that the property, located at Sierra Nevada 319, has a commercial value exceeding 40 million pesos.

The legislators claim that two companies—Borsa Inmuebles y Bienes Raíces, S.A. de C.V., and Corporativo Awiki, S.A. de C.V.—were allegedly used to conceal the true ownership of the property and the origin of the funds used for its acquisition and maintenance. Both companies are reportedly based in Monterrey.

The appearance before the Fiscalía included the aforementioned senators and deputies, as well as Daniel Andrade, Alma de la Vega, Mirna Rubio, Viridiana Cornejo, and Tatiana Ángeles, alongside the Hidalgo state leader of Morena, Marco Antonio Rico Mercado.

The lawmakers maintained that there is a presumption of criminal activity and that it is the responsibility of the authorities to investigate and determine if punishable conduct occurred.

They also highlighted other suspicious financial operations involving the senator and PRI General Secretary. These include a property in a golf course and the acquisition of a plot of land for approximately 2 million pesos, which they claim was subsequently sold for 18 million pesos.

They argued that these operations require explanation as they allegedly occurred while Viggiano Austria was holding public office. The legislators stated that the complaint is not intended to obstruct her political activities but to ensure accountability for her financial dealings.
