Her name was Gloria Carolina Cházaro Berriel, a Navy Lieutenant, the first woman in Mexico to command a patrol boat. She was no minor figure: she was the kind of officer an institution holds up as an example.

Before her death, she denounced sexual harassment within the Mexican Navy itself. She filed a formal complaint accusing a superior of constant harassment, sexually explicit messages, and threats.

After filing the complaint, her environment changed. There was pressure, hostility, exhaustion, and isolation within the organization.

In June 2023, Gloria was found dead in her parents’ house in Veracruz: hanged. Authorities initially ruled it a suicide, but her family disagrees. They maintain that she had filed a formal complaint, that she had plans, and that the investigation was flawed from the beginning. They point out that key leads were not pursued.

And three days ago, on March 24th, 2026, another detail has emerged: the officer she denounced, Rodolfo Torres Chávez, wasn’t removed from his post; instead, he was appointed head of the Manzanillo Customs Office, one of the most important positions under the Navy’s control.

The facts are these: she denounced a superior officer, she was found dead, and that same officer now holds an even higher position.

It is worth highlighting that the Manzanillo Customs Office has been identified as the point of greatest influx of chemical precursors brought from China for the manufacture of fentanyl in clandestine laboratories run by Mexican cartels.
