Simon Levy is a doctor in law, a postdoctoral researcher in data science at the University of California, Berkeley, and one of the few Western voices deeply trained at the School of Law at the People’s University of China in Beijing.

In 2018, Simón Levy joined the Morena party and, within the government of then-President Andrés Manuel López Obrador, served as Undersecretary of Planning and Tourism Policy at the Ministry of Tourism.

However, his time with Morena was brief, and on April 12, 2019, Simón Levy announced his resignation from the Undersecretary of Tourism position, supposedly for “strictly personal” reasons.

From that moment on, Simón Levy became one of the most vocal critics of López Obrador, the Morena party, and the Fourth Transformation, disseminating all kinds of evidence on social media that revealed the high levels of corruption within the movement.

The following text was posted by Simon Levy on his X.com account on Friday, March 13th, 2026:

Today, Friday, March 13, 2026, I submitted to the United States Secretary of State, Marco Rubio, and the relevant authorities at the United States Department of the Treasury, a comprehensive dossier that includes evidence, testimonies, addresses, accounts, official documents and forensic reports; as well as certified digital evidence, public records, legally obtained documentation, and structured analyses based exclusively on information provided by witnesses and relevant stakeholders involved, for a SINGLE OBJECTIVE:

that the United States government independently evaluate the relationship of the Mexican political party Morena with activities related to drug trafficking, human and migrant trafficking, and organized crime, and consequently, that it may be declared, if the investigation warrants it, as a transnational terrorist organization linked to the Cartel de los Soles in Venezuela.

This dossier was submitted under the following legal frameworks of the United States of America:

  • Foreign Narcotics Kingpin Designation Act
  • Global Magnitsky Human Rights Accountability Act
  • Executive Orders concerning transnational criminal organizations
  • U.S. laws against money laundering and the financing of terrorism
  • Foreign Corrupt Practices Act (FCPA)
  • 18 U.S.C. Sections 2339A–2339B

I have presented sufficient evidence for the United States authorities to independently evaluate and determine, in accordance with these laws, whether there is any correlation between the party @PartidoMorenaMx

and the following individuals:

  1. Andrés Manuel López Obrador, 2. Andrés Manuel López Beltrán,
  2. Luisa María Alcalde,
  3. Adán Augusto López Hernández,
  4. Audomaro Martínez

In activities to be determined by the United States government, including:

  • money laundering
  • migrant smuggling
  • drug trafficking
  • receiving and distributing payments
  • links to criminal organizations
  • functional participation in high-risk criminal activities.

I am not making accusations; I am presenting compelling evidence for evaluation.

I assume full responsibility for the content, forensic evidence presented, and testimonies.

I am absolutely convinced that justice doesn’t end in Mexico; it begins in the world.

For personal safety and due process, I will not make the documents public.

The truth will set us free.
