The leader of a group of extortionist state police officers was awarded “Best Custodian of the Year” in 2023 by Governor Delfina Gómez.
On Thursday, January 22, 2026, he was arrested by members of the National Guard.
Roberto Alejandro Goy Garnica led an extortion ring composed of more than a dozen active members of the State of Mexico Attorney General’s Office (some of them group leaders and coordinators), as well as an unknown number of “godmothers”—civilians unaffiliated with the Attorney General’s Office—who were used by the active investigative agents to carry out illegal activities.
In the year of the award, Roberto Alejandro Goy Garnica was Coordinator of the Penitentiary Tactical Group of the General Directorate of Social Rehabilitation of the State of Mexico. However, since 2021, his own subordinates had denounced him and other high-ranking officials of the DGPRS (General Directorate of Social Rehabilitation) as perpetrators of a series of crimes, including sexual harassment of his female subordinates, the sale of positions within the DGPRS, unjustified dismissals, and the reassignment of personnel who refused to participate in his corrupt practices within the General Directorate of Preventive Social Rehabilitation throughout the State of Mexico.
Among his protectors and accomplices was Jaime Echartea Mojica, then Director General of Prevention and Social Reintegration of the State of Mexico during the PRI administration of Alfredo del Mazo, and currently serving in the MORENA government of Américo Villarreal Anaya, where he was appointed Undersecretary of Execution of Sanctions and Social Reintegration.
Among the friends and protectors of Roberto Alejandro Goy Garnica, now detained by the National Guard, who worked as a prison guard, besides Jaime Echarta Mojica, a current Morena party official, the following names of officials stand out:

- Esteban Perez Calzada
- Jonathan Agustin Gonzalez
- Manuel Palma Rangel
It should be noted that although Jaime Echarta Mojica presents himself at various university forums and public conferences as an honorable public servant, even being interviewed by the YouTuber Shaskia Niño de Rivera, he actually has a dark and perverse past as the General Administrator of prisons in the State of Mexico.
He even became known as “The Silent Killer” due to serious acts of corruption, deaths, and co-governance with dangerous inmates. Despite all this, on April 13, 2023, Américo Villarreal, a member of the Morena party, appointed him to his team (or maybe he decided to appoint him precisely for those “atributions”).
