Roberto Moreno Herrera, the head of Mexico’s National Anti-Corruption System (SESNA), was allegedly dismissed from his position due to multiple allegations of corruption. Moreno Herrera, who had been serving as the Technical Secretary of SESNA since June 2022, was responsible for overseeing the implementation of anti-corruption policies and providing technical and administrative support to the National Anti-Corruption System’s coordinating committee.

The decision to remove Moreno Herrera from his post was made on February 19, 2025, following a series of federal audits and internal complaints that uncovered significant irregularities in his management. Among the most serious allegations were unauthorized travel expenses, delays, and omissions in the implementation of a national digital platform, and the discretionary assignment of positions within the organization.

One of the most egregious findings was Moreno Herrera’s use of SESNA resources for personal travel, including a trip to Hong Kong, which he undertook without the necessary authorization from the governing body. Additionally, he was found to have allocated funds for salaries and positions that were not within his purview, further exacerbating the misuse of resources.

The federal audits also revealed that several key systems and subsystems intended to be part of the National Digital Platform were not operational. This platform was supposed to facilitate the public reporting of administrative offenses and corruption, but the lack of functionality indicated a severe lapse in Moreno Herrera’s responsibilities.

As a result of these findings, the governing body of SESNA, supported by the Secretary of Anti-Corruption and Good Governance, Raquel Buenrostro, demanded Moreno Herrera’s immediate resignation. An investigation has been initiated, which could lead to formal charges being filed with the Special Prosecutor’s Office for Combating Corruption within the Attorney General’s Office.

Moreno Herrera’s dismissal underscores the challenges and complexities of combating corruption within Mexico’s public institutions. It also highlights the importance of accountability and transparency in the fight against corruption, as even those tasked with leading anti-corruption efforts must be held to the highest standards of integrity.

However, on Thursday, February 2oth, the National Anti-Corruption System denied the alleged dismissal of Roberto Moreno Herrera, his technical secretary, adding that the official assured that he was working normally from his office.

Analysts say that the highest levels of the Morena party decided not to fire the official so as not to make the government agency look bad.
