The “Guest Mobility Pass” available in Quintana Roo is a Tourist Mobility Pass designed for all tourists renting cars, which provides certain courtesies for minor traffic infractions, but is not specifically related to disabled access. 

For travelers with disabilities, the pass does not function as a disabled parking permit, and your home country’s disabled parking placards may not be officially recognized by local authorities. You may need to work with specialized local companies to ensure your needs are met. 

The Tourist Mobility Pass (General Use) 

The Tourist Mobility Pass is a free digital service intended to help tourists avoid issues with minor traffic violations and prevent the temporary withholding of documents (like a driver’s license or passport) during routine traffic stops. 

To obtain this pass:

  • Download the official Guest Assist app (available on iOS and Android).
  • Navigate to the “Tourist Mobility Pass” section within the app.
  • Complete the required form with your information.
  • Present the digital pass to a traffic officer, along with your driver’s license and vehicle documents, if stopped for a minor infraction. 

Important Notes:

  • This pass offers a maximum of two “courtesy” tickets for non-serious offenses.
  • It does not cover serious violations such as driving under the influence (DUI), accidents involving damage to third parties, or other major offenses. 

For Travelers with Disabilities

If you require mobility assistance or accessible parking, the general tourist pass will not be sufficient. You should:

  • Contact the car rental agency directly in advance to ask about the availability of vehicles with adaptive driving devices (hand controls, left foot accelerators, etc.).
  • Consult specialized local companies that cater to travelers with disabilities, such as For Handicap Travelers or Cancun Accesible. These companies offer services like:
    • Accessible private transportation.
    • Rental of mobility scooters, manual wheelchairs, and beach wheelchairs.
    • Accessible tours and advice on accessibility at local sites.
  • Be aware that while many public car parks at malls and supermarkets have accessible spaces, your home country’s disabled parking permits may not be legally valid. Asking for assistance from staff is a good practice.
