Expert says the CJNG has infiltrated the institutions of the Mexican State

Hereby, I submit documentation and testimonial evidence proving how the Jalisco New Generation Cartel (CJNG) infiltrated the institutions of the Mexican State, including the Attorney General’s Office (FGR), with the knowledge of the highest authorities during the presidency of Andrés Manuel López Obrador. 1. Official forensic documentation •A case file prepared by the Forensic Intelligence Unit of the Mexican Attorney General’s Office (FGR) (Case No. CI FED-GTO-IRPTO-0000625-2021).

•This includes: •Extracted messages from CJNG operators’ devices. •Confirmed banking transactions. •Videos showing cartel-backed social programs (“Thank you, Señor Mencho”). •Conversations documenting direct payments to contacts linked to the FGR.

2. Official testimony from the FGR forensic analyst who conducted the investigation: “In this work, we concluded that all authorities, mainly the FGR, were working for the CJNG in Guanajuato. When I informed the Public Prosecutor that I had completed the report, my office was filled with prosecutors, including the delegate, searching the contact list to see if their names appeared. I did not tell them, but indeed, the name of a Chief Prosecutor was there, saved as ‘Faustino Cal’ by a CJNG plaza boss to disguise the contact. They assumed I also received money every two weeks like everyone else in the FGR delegation, but I did not — I was the only one who never accepted payments, which is why I was always treated as the black sheep.”

3. Witnesses now protected in the United States •Individuals who participated in these investigations or witnessed this corruption firsthand are now living under political asylum in the United States, providing verifiable testimony to U.S. authorities.

What do these findings prove?

  • That Mexican state authorities, including members of the Attorney General’s Office, were receiving periodic payments from the CJNG.
  • These findings were known to the highest levels, including the National Intelligence Center (CNI) led by Audomaro Martínez Zapata, under the presidency of Andrés Manuel López Obrador.
  • That no action was taken, despite the official delivery of these findings to senior Mexican officials, constitutes a pattern of state capture by organized crime.

Why does this matter to the United States?

These findings are already part of open cases in U.S. courts and demonstrate that this is not merely a domestic Mexican issue: the institutional capture by organized crime in Mexico is a direct threat to U.S. national security.

This is no longer a matter of politics within Mexico; it is about a criminal structure with continental reach, documented through official state forensic analysis and protected testimony now housed under U.S. jurisdiction. They show how one of the world’s most powerful cartels, the CJNG, co-opted Mexican institutions with full knowledge at the highest political levels.
