German tourist kidnapped in Puerto Escondido Oaxaca

On September 8, 2022, the German tourist was deprived of her liberty by unknown individuals, when she was in a building under construction, located in the Linda Vista subdivision of Puerto Escondido, Oaxaca.

The Oaxaca Attorney General’s Office rescued a German tourist who was kidnapped in Santa María Colotepec, in the Costa region, and during the operation arrested Silverio RS, as the probable perpetrator of the crime.

The arrest of Silverio, the suspected kidnapper, and the rescue of the victim were achieved on Sept. 20 during an operation conducted by the Specialized Anti-Kidnapping Unit of the State Investigation Agency, the National Anti-Kidnapping Coordination (CONASE) and the Secretariat for Citizen Security and Protection (SSPC), in Venus Street in the Los Olivos Neighborhood of Puerto Escondido, Oaxaca.

According to the investigation folder 31769/FDAI/UECS/2022, on September 8, 2022, the German tourist was deprived of her liberty by unknown subjects, when she was in a building under construction, located in the Linda Vista subdivision of the said demarcation.

Subsequently, the kidnappers contacted the victim’s relatives to demand a million pesos in exchange for her release.

In response to this case, the FGEO intervened immediately and began the corresponding investigative acts, establishing communication with the German Embassy in Mexico and with relatives of the victim, in addition to requesting the intervention of federal authorities to locate and rescue her. .

On September 20, 2022, in the vicinity of the Paraíso de Colotepec neighborhood, as a result of the inter-institutional operation, the whereabouts of the victim were found, who was in good condition, achieving his rescue and release, as well as the arrest in flagrante delicto of SRS, who was placed at the disposal of the corresponding ministerial authority.

Regarding his legal situation, the accused accepted the extended constitutional term, which expires on September 26, 2022, while the Control Judge provisionally imposed preventive detention on him.

Kidnappings in Mexico

Just like the Mexican population, foreigners are not exempt from facing some type of crime in Mexico, this case exposes the insecurity that exists in the country.

The National Institute of Statistics and Geography (INEGI) reported that last year, 28.1 million crimes were committed in the country, associated with 22.1 million victims, which represents a rate of 24,207 victims per 100,000 inhabitants; figures that are statistically higher than those estimated in 2020, when 27.6 million crimes were reported, 21.2 million victims and a rate of 23,520 victims was recorded. In other words, there was an increase of 500,000 crimes and 900,000 victims.

In addition, in 2021, 29% of households in the country had one or one of its members as a victim of crime, a percentage that is also statistically higher than in 2020 (28.4%). Among the states with the highest rate of victims are the State of Mexico with 38.3 (per 100,000 inhabitants), followed by Mexico City with 32.1, Aguascalientes with 27.3, Baja California with 27.2, Tabasco with 26.1, Guanajuato with 25.6, Jalisco with 25.2, Chihuahua with 23.8, Tlaxcala with 23.7 and Nuevo León with 23.1.

While the states with the lowest incidence were Michoacán with 14.1, Oaxaca with 15.0, Chiapas with 15.2, Hidalgo with 15.3, Veracruz with 15.7, Durango with 15.7, Tamaulipas with 16.1, Campeche with 16.9, Yucatán with 17.4 and Zacatecas with 17.9. Although Oaxaca does not appear in the risky level, it has already been shown that anything can happen.
