Monserrat Caballero, the mayor of the border city of Tijuana, Baja California, generated a tremendous controversy by stating that she will not allow “a single Tijuana citizen to pay the consequences of those who did not pay their bills,” after the attacks in this city on Friday, August 12th.

She added that “we ask you to collect the bills from those who did not pay what they owe, not from families and citizens who work”.

These confusing words generated strong accusations as many people consider that this means that the mayor of Tijuana is actually accepting and validating extortion and coercion from organized crime groups against local business owners.

Montserrat Caballero is the first woman ever elected mayor of Tijuana, a municipality governed by the Morena political party since 2019.
