Raúl Lozano proposes to classify the crime of pet kidnapping, while the PRI celebrates the approval of new sanctions against mistreatment

Animal abuse has increased in the Monterrey Metropolitan Area, as a new way of stressing domestic animals has emerged: kidnapping.

Today, in Nuevo León there are no official data on complaints of animal plagiarism, conduct that is not classified as a crime and, therefore, it is impossible to be certain of the number of victims.

The deputy of the Green Ecologist Party of Mexico (PVEM), Raúl Lozano, warns that civil organizations denounce that animal kidnapping is being perpetrated in this entity.

“The consequences can be extremely delicate from the perspective of the anguish and suffering caused to animals by being separated from their owners to the psychological, emotional, and economic damage that can be caused to people,” said Indigo Report.

Lozano promotes an initiative to reform article 445 of the Penal Code of Nuevo León, by making it a crime to retain, hide or steal a domestic animal with the intention of obtaining undue profit or causing harm.

“The person responsible for this crime will be sentenced to six months to two years in prison and a financial penalty of 100 to 250 quotas. And the sanction will be aggravated by up to half if the active subject of the crime demands from the owner of the pet a payment in exchange for the refund, ”explains the deputy.

They approve penalties for mistreatment

The Plenary of the Congress of Nuevo León unanimously approved the reform to article 445 of the Penal Code proposed by the bench of the Institutional Revolutionary Party (PRI), led by Heriberto Treviño Cantú.

Javier Caballero Gaona, tricolor deputy, said that it is established that the aggressors lose custody of other pets that they have under their care and the authorities protect the victim.

“Whoever commits mistreatment or animal cruelty against any kind of domestic animal, causing injury or causing pain or suffering affecting their well-being, will be imposed from six months to two years in prison and a sanction of 4,500 to 9,000 pesos”, said the legislator.

If the life of the animal is endangered, the penalty will be increased by up to half and, in the event that the abuse causes its death, six months to three years in prison and a penalty of 22,500 to 27,000 pesos will be imposed. .
