Joe Biden has shown immediate signs of his interest in the situation in Mexico, which he expresses openly and with privilege on the issue of security.
The relationship between two neighbors as close as they are paradoxically distant has never been either easy or entirely smooth. The asymmetries and the visions found in common themes have historically determined the ends, the ways and the means used in the strategies of the United States and Mexico.
It is not easy to understand the obvious changes in the attitude of Mexican diplomacy between the two administrations of the neighboring northern country with which it has had to coexist, above all, taking into account the marked differences in the behavior of one and the other towards our country, at least on the declarative plane.
Threats, vituperation, and pressure characterized the presidency of Donald Trump towards Mexico. The border wall was the material expression of the controversial president’s perception of Mexicans, which, despite this, was the object of praise from our highest representatives.
Once again, they had to choose between inconveniences, rational choice, and meekly responded to the pressure to stop the flow of migrants from Central America and the Caribbean with the pretense of finding better living conditions in the United States, which has represented, up to Today, a serious headache for the Mexican government, which does not see a prompt solution and a high probability of aggravation, given the violent incidents that have been registered on the southern border.
The change in the US administration, with the arrival of President Biden, has shown immediate signs of the interest that his country has in the situation in Mexico, an interest that is expressed openly and with privilege on the issue of security.
For this reason, the frequent visits by senior US officials responsible for these issues, exploratory perhaps the first, that have led to the recent high-level meeting on security matters, which, according to what has been declared, did not reach concrete or satisfactory results are not strange. mutually.
The Mexican government had previously announced the death of the so-called Mérida Initiative, which since the Felipe Calderón administration was established as the collaboration mechanism on binational security, whose effectiveness was seriously questioned, in light of the results obtained.
The High-Level Dialogue on Security, recently inaugurated between the two countries, allegedly marks the beginning of a new stage in bilateral relations, whose central axis is respect for sovereignties, but it should not be neglected that, in a such a complex relationship, building trust is essential.
A transcendent aspect that undoubtedly motivates the concerns of the neighbors is the situation of increasing violence motivated by drug cartels and the treatment that the Mexican authorities give to the increasing activity of organized crime in our territory, accompanied by a series of additions to the respective regulations that specifically restrict the performance of foreign agents on Mexican soil.
The new relationship that is being inaugurated in matters of cooperation for security will obviously be catalyzed by economic and social factors in a decisive way, as it has been in the past.
The soft and hard power that the United States can use is undeniable, and the issue of sovereignty relative in such a complex and compelling relationship, where the balance of forces is entirely asymmetric and mutual trust is definitely fragile.
