Federal sources confirmed to Riodoce that they registered in their reports the delivery of pantries in the Loma Bonita neighborhood. According to this report, shortly after eleven o’clock at night on Thursday, March 21, a Silverado truck arrived loaded with pantries packed in plastic bags with a sticker with the image of Joaquín Guzmán Loera and the number 40, and also the year: 2021.
A video circulates on social networks, which the same federal sources consider valid, where the van with the pantries arrives, parks, an armed man is recording with his cell phone, and people gather to receive one of the bags.
This site of the delivery of pantries in the area where a convoy of state police was attacked in early May, and by repelling the attack and receiving the support of the Army and the National Guard they captured seven people.
The skirmish occurred in the Lomas de Mazatlán neighborhood, where they managed to arrest seven civilians, eight weapons, of which one is a 30-caliber machine gun, and secured seven vehicles.
During a tour in the area, a vehicle was found from which people who barricaded themselves in a home while attacking state elements from the second level of the building were found, which triggered the operation, explained the Secretary of Public Security Cristóbal Castañeda.
“There are seven people detained, eight long weapons, within them, there is a machine gun, a short weapon, chargers, cartridges, and tactical clothing. The operation has already been carried out and we are attentive to any situation ”, declared Castañeda.
Just last May 10, alleged members of the Jalisco Nueva Generación Cartel (CJNG) distributed blenders, ovens, and another variety of electrical appliances to mothers in Jalisco. They were given as gifts in the name of Nemesio Oseguera Cervantes, “El Mencho”.
The images show uniformed subjects wearing military clothing and a vest with the CJNG acronym, as well as pickup trucks loaded with various products.
“Mr. Mencho and the CJNG wish a Happy Day to all the Mothers of Tototlán, Jalisco,” says one of the blankets observed in the videos.
THE CARTELS AND THE PANTRIES
According to federal authorities, in at least 11 states it has been detected that organized crime organizations distribute food pantries. The Secretariat of Citizen Security and Citizen Protection (SSPC) in charge of the National Guard- confirmed to SinEmbargo the presence of this phenomenon in the states of Colima, Chihuahua, State of Mexico, Guanajuato, Guerrero, Jalisco Michoacán, Morelos, Sinaloa, Tamaulipas, and Veracruz.
The distribution of pantries is dominated by six different drug cartels: Jalisco Nueva Generación Cartel, Gente Nueva de Parral (linked to Sinaloa), Gulf Cartel, Los Zetas, Los Viagras and La Familia Michoacana.
This phenomenon rebounded with the arrival of COVID-19 in Mexico and the increase in mobility restrictions to contain the advance in cases. According to Dr. Sandra Ley, a research professor at the Center for Economic Research and Teaching (CIDE), this phenomenon is included within the activities of organized crime in a forced diversification in the face of the pandemic, and they are part of the phenomenon called Criminal Governance.
“This is how we see that different actors in the social, economic and political spheres have had to consider new survival strategies, the same is happening with organized crime groups,” said the academic in an interview with SinEmbargo.
This situation, he added, makes evident the reality where crime has “non-violent” tools at its disposal to strengthen and to generate loyalty and discipline at the local level.
“It is not just about the dimension of organized crime violence; Crime not only uses violent means to control populations, but it can also use non-violent means to obtain finer information at the local level because the possibility of having control over the communities depends on the inhabitants themselves, who will have information finest in their community and in that sense, it becomes relevant to be able to control this population ”, he explained.
