It is nothing new or little known that the Mexican businessman and magnate, currently considered the third richest man in Mexico with a fortune that exceeds 12 billion dollars, Ricardo Salinas Pliego, likes the good life and luxuries.

On several occasions, the businessman has shown some of his eccentric goods, such as his private yacht, which he has even shown off on his social networks. But Salinas Pliego also owns huge, luxurious properties. One of them, and probably the most controversial that it has acquired, is the majestic Casa Mixteca, located in an exclusive area of Huatulco, in the state of Oaxaca, which even has a private beach, and which it acquired in 2002, during the six-year term of Vicente Fox Quesada.

There is a great mystery in the sale of that vacation mansion, as it was sold by the FONATUR (National Fund for the Promotion of Tourism), for 30 million 900 thousand 258 pesos, which was considered a bargain. The building is of great luxury, it has a Mexican colonial style, combined with modernist elements. In the same way, it can boast of having constructions at different levels, large windows, handcrafted finishes, tiles on its ceilings, and it has a large palapa. It also houses a large garden, surrounded by tropical vegetation. Inside, it has Pakistani rugs, Talavera vases, and fine wood furniture.

According to the magazine Proceso, the payments for the house were made by Salinas Pliego in “comfortable monthly payments” The sale and purchase operation had already begun with the businessman Carlos Peralta, who owns Grupo Iusa, who had even already given an advance for the Huatulco house, which gave him the right to occupy it for a few weekends, However, FONATUR officials undid the promise of the sale to Peralta without explanation, and returned the advance that he had given. Peralta did not want to take legal action.

Later, the deal was made with the owner of TV Azteca, Ricardo Benjamín Salinas Pliego. Said operation was carried out on September 11, 2002, when Juan Manuel Gutiérrez Nava and Mario Enrique Muro Aguirre, representatives of Fonatur, and Ricardo Salinas Pliego went to the notary 218 to formalize the transaction.

According to the sales documents, Salinas Pliego paid 9 million 270 thousand 77 pesos with a down payment for said property. Both parties agreed that, subsequently, the remaining amount, which consisted of 21 million 630 thousand 180 pesos for the balance of the sale price, would be settled through 60 comfortable monthly payments, which were about 360 thousand 503 pesos each month. The document also established that the buying party could make advance payments without any additional charge or penalty.

The property had hosted great political figures, both national and international, such as Presidents Carlos Salinas de Gortari, Ernesto Zedillo and Vicente Fox. He also received the kings of Spain, personalities from other governments or international organizations, such as executives of the World Bank.

The construction is in an area of ​​FONATUR urbanized and developed on that coast.

Salinas Pliego is also the concessionaire of the Tangolunda golf course, in Huatulco, which it obtained in the last stretch of the presidential term of former President Felipe Calderón Hinojosa, also through FONATUR.

Enrique Carrillo, who at that time was the general director of FONATUR, had commissioned Fernando Olivera, who was a member of the institution, to negotiate with Grupo Salinas a business scheme to grant the administration of said club to the businessman.

As the sale was unfeasible, due to the valuation schemes of the federal government, they created an agreement in which the businessman invested, from the outset, two million dollars in the renovation of the golf course. From this, it would give FONATUR 10% of the income that was generated.

With this tactic, the fund stopped paying about seven million pesos that the property costs each year, and obtained a source of resources, and supported a renovation that it could not do with its limited budget.

Federal Government sells land up to 10,000% above its cost

In May 1984, the federal government expropriated a 20,975-hectare property from the municipality of Santa María Huatulco, in Oaxaca, “for the sake of public utility,” to integrate a new, fully planned tourist center.

In this area, there were hills, alluvial areas, dunes, estuaries, and beaches with different granulometries. It has 35 km of coastline, in which there are 9 bays and 36 beaches. Most of these were considered to have high tourism-recreational potential, according to FONATUR.
