Sinaloa: 80% of complaints to the Human Rights Commission are against SSP and the Prosecutor’s Office

Mazatlan, Sinaloa.- So far in the year, the State Human Rights Commission has received 34 complaints, of which 80% are reported in against the corporations of public securityAttorney General of Justice and courts railing for Arbitrary detentionsphysical abuse and inactivity in the investigation of crimes, informed the person in charge of the Regional Office of the CEDH’s Southern Zone, Fermín Núñez Millán.

He commented that due to social confinement and the risks of contagion by the coronavirus since the pandemic began, the number of complaints filed before this body has decreased by 50%.

He said that in 2019 240 complaints were filed with this body in the southern part of the state, including Mazatlán, Concordia, Rosario, Escuinapa, San Ignacio, Cosalá, and Elota, last year the figure dropped to 121, and this year, in the first semester add up to 34.

He regretted that despite the pandemic, complaints against authorities in matters of public security and law enforcement remain up to 80% of all complaints, mainly for physical abuse, arbitrary detention, and insufficient investigation of the crime.

He said that of the complaints filed in 2019, 90% of them have already been resolved, while those of 2020 have an advance of 70%, and those of this year, about 40% are resolved.

Núñez Millán indicated that after the complaints against the public security and justice administration corporations, those against the Attorney for the Protection of Children and Adolescents follow.

He clarified that so far this year there have been no complaints for lack of health care or medical negligence, neither against the IMSS nor the Issste or any municipal medical institution.

According to the statistics of the last 4 years, the municipalities with the most complaints of allegedly violating human rights are Culiacán with 44.5% of the requests, followed by Mazatlán with 22% of the cases, and Ahome, with 14.4% of the complaints.

The main violations that are presented, according to the registered files, are arbitrary detention, illegal retention, negative or deficient medical attention, improper provision of public service, violation of the rights of crime victims, access to justice, interest superior to childhood, denial of the right to petition, adequate defense, the right to due process, among others.
