CNDH warns San Cristobal de las Casas to stop sewage contamination of Chiapas rivers

The National Human Rights Commission issued recommendations to CONAGUA, the Government of Chiapas, and members of the San Cristóbal de las Casas City Council for violations of the human right to a healthy environment because of residual discharges of sewage into the rivers Amarillo and Fogotico.

CNDH indicated in recommendation Re / 72/2020 that public servants attached to the City Council who have not complied with the obligation to manage solid urban waste and provide drainage services.

Added to this is the fact that the surveillance and imposition of sanctions by CONAGUA to prevent this practice from continuing up to now have proven insufficient.

"The need to implement urgent measures for the prevention of contamination and conservation of water resources, in order to avoid the continued discharge of wastewater without prior treatment into the aforementioned rivers, and continue with bad practices management of solid urban waste and special handling ”.

In response to this, the CNDH issued 35 points of recommendation to Conagua, the Government of Chiapas, and the City of San Cristóbal de las Casas, in which an agreement and/or institutional and technical cooperation agreement is proposed to implement a sanitation program.

It was also exhorted to manage and exercise the necessary resources for the design, construction, rehabilitation, and optimal operation of the drainage, sewerage, and sanitation system.

As for Conagua, it was urged to design an annual program of specific inspection visits to monitor the discharge of wastewater that is discharged into the Amarillo and Fogótico rivers, and studies to determine the quality of the water in both.

It was recommended to the Chiapas Government that, in conjunction with the San Cristóbal de las Casas City Council, studies for the generation and characterization of waste, random samples of quality and quantity of waste in the localities of the jurisdiction, be implemented.

While the demarcation was asked to carry out the necessary procedures to obtain or regularize the residual discharge permits.
