The construction time will be complete approximately 22 months
The Congress of the state of Quintana Roo received the initiative from the state government to build under a scheme of public-private partnership the project called Nichupté Vehicular Bridge, which seeks to provide a new road connection between the urban center and the hotel zone of Cancun, crossing the Nichupté lagoon system for a large part of its length.
The decree initiative presented by the state government was read in ordinary session number 32 and turned over to the Finance, Budget, and Urban Development and Metropolitan Affairs commissions, for their study, analysis, and subsequent opinion.
The Nichupté Vehicular Bridge is a project managed under the public-private partnership model, the formulation stage was promoted under the scheme of an unsolicited proposal by the company Controladora de Operaciones de Infraestructura S.A. de C.V., which was analyzed by the Quintana Roo Strategic Projects Agency (Agepro), determining its viability, provenance and the opportunity to carry out the project.
The construction time will be approximately 22 months and it is projected to be operating as a toll road for at least 28.2 years. According to the initiative presented, the project would consider three components: a contribution of private capital for 1,035 million pesos, a leverage of the APP for 1,553 million pesos, and a federal subsidy for two 2000 million pesos.
In exchange for the construction, operation, and maintenance of the project, an annual availability payment of 344 million pesos is proposed. The state, through AGEPRO, will receive tolls for around 226 million pesos.
In the same congress session, the bill of the revenue law of the municipalities of Othón P. Blanco, Bacalar, Cozumel, and Solidaridad, for the fiscal year 2021, was generally approved.
In this way, the estimated income will be for Solidaridad 2,268,445,210 pesos, for Cozumel 621,497,803 pesos, while for Othón P. Blanco it will be 880,801,258 pesos. In the case of Bacalar, one of its articles was rejected in the particular, therefore it will be analyzed again in commissions.
Finally, the citizens Luis Miguel García de Alba and Juan Ignacio Athié Lambarri were appointed as members of the Selection Commission that will appoint the Citizen Participation Committee of the Anticorruption System of the state of Quintana Roo.
