SEP outlines a return to classes in Chiapas, Campeche, and Veracruz in January

Schools will be able to resume advisory activities in the states in yellow light, in agreement with the parents.

The Secretary of Public Education, Esteban Moctezuma Barragán, announced that the states of Chiapas, Campeche, and Veracruz, which are on a green epidemiological light, should start classes at schools as of January 2021. This decision by their local authorities will under the following nine measurements established by the federal health and educational authorities, SEP indicated in a statement.

While the states with a yellow traffic light, voluntarily, may return to face-to-face activities of pedagogical and socio-emotional counseling, through the Community Learning Centers (CCA).

During the 51 Ordinary Plenary Meeting of the National Council of Educational Authorities (CONAEDU), which was held virtually, Moctezuma Barragán affirmed that these centers do not represent the regular reopening of schools, and will be installed voluntarily.

The head of the SEP stressed that the following nine measures established by the federal health and educational authorities must be followed in a mandatory manner to return to classrooms:

- Operate school filters.
- Healthy distance (2 meters between chairs, tables, benches, etc.).
- Use of a mask or handkerchief over the nose and mouth.
- Staggered assistance.
- 40% daily limit of the school population.
- Establish a maximum number of students and teachers, within each classroom.
- Prioritize the use of open spaces.
- Permanently clean furniture and equipment after each class.
- Avoid attending the Community Learning Center sessions in case of any suspected symptoms of COVID-19, among others.

Also, the project of the Community Learning Centers (CCA) was designed together with the Health Sector and is based on article 14 of the General Education Law.

The CCAs will be installed in a manner and when the school community, by consensus determines it, They will serve as support to provide pedagogical, psychological, and social advice to students and even teachers who live in the states in yellow light.

It was reported that for a student to attend classes at the CCAs, mothers, fathers or tutors will be asked to write a responsive letter in which they state that, under their responsibility, they have an interest in participating.

According to the SEP, the CCA must comply with the following aspects to strengthen and promote the educational process:

- Pedagogical advice.
- Psycho-emotional support.
- Cleaning and sanitary actions in the educational establishment.
- Consulting books.
- Delivery of Free Textbooks and teaching materials.
- School procedures.
- Use of equipment and services (computers, internet, printers, TV, etc.).
- Use of school infrastructure (auditoriums, sports fields).
- Construction and maintenance actions.
- Sessions of collegiate bodies of the Educational Campus.
- Those determined by the School Health Committee, with prior authorization from the educational authority in the state.

As reported, the CCAs will have sessions with a maximum duration of 45 minutes and, as in schools, the established sanitary measures must be respected for their operation.
