Petróleos Mexicanos (Pemex) and the Federal Electricity Commission (CFE) will be in charge of maximizing the participation of large-scale clean and renewable energies in electricity generation without the implementation of subsidies with the Pemex Cogeneration Plant project at the Tula refinery in Hidalgo.
The master plan focuses on the so-called Tolteca Project that has already been delivered to the lower house since 2019, where the pending works of past administrations are resumed, from Felipe Calderón and Enrique Peña Nieto, to be concluded in 2023, one year before the presidential elections in the country.
The Tolteca Project consists of the construction of an oil storage terminal in Tula, on a site originally intended for the Bicentenario Refinery announced by Felipe Calderón in 2009.
According to the company, Pemex Transformación Industrial would act as anchor user reserving capacity of at least 500 million barrels per day. The conceptual phase of the project is currently being developed, which includes the reconfiguration of the coker that is contemplated in the 2021 Budget, just announced by the federal government, with 4.7 billion pesos.
Regulatory and environmental steps and the definitions of the financing mechanism should be ready this year to make way for the development of engineering, works, and construction in the next three years. With the use of residuals at the Miguel Hidalgo refinery, it is estimated to increase the crude process from 315 to 340 million barrels per day and a higher yield of gasoline and distillates.
The work of the coker is 63 percent complete since it began in 2014 with Enrique Peña Nieto.
Climate change is considered in the work plan for Pemex informs that it joins the commitment to comply with the objectives established in the 2030 Agenda of the Presidency of the Republic, in particular, the objectives “Affordable and non-polluting energy”, “Action for the climate” and “Life of terrestrial ecosystems”.
The company makes efforts to mitigate climate change, they affirm, considered in its Business Plan for the various facilities it has in the national territory, such as the project for the third cogeneration train in the Nuevo Pemex Gas Processing Complex; reduction in gas flaring at PEP’s shallow water assets; implementation of Energy Management Systems to improve the energy performance of the facilities and reduce the volumes of fuels used, as well as the development of the cogeneration project at the Tula refinery, which will be developed in conjunction with CFE and is expected to start operations in 2023.
